4. Disqualification.—No person, 


New Delhi, the 16th April, 1999 

G.S.R. 120,—In exercise of the powers confer¬ 
red by the proviso to article 309 of the Constitution, 
the President hereby makes the following rules, re¬ 
gulating the method of recruitment to the post of 
Director in the Central Bureau of Investigation 
(Central Forensic Science Laboratory), Ministry of 
Home Affairs, namely :— 


(a) who has entered into or contracted a 
marriage with a person having a spouse 
living; or 

(b) who having a spouse living, has entered 
into or contracted a marriage with any 
person, 

shall be eligible for appointment to any of said post: 


1. Short title and commencement.— (1) These 
rules may be called the Central Bureau of Investi¬ 
gation (Director, Central Forensic Science Labora¬ 
tory (Group l A’ Gazetted) Recruitment Rules, 1999. 

(2) They shall come into force from the date 
of their publication in the Official Gazette. 

2 . Number of the posts, classification and scale of 
pay.—The number of posts, their classification and 
the scales of pay attached thereto shall be as speci¬ 
fied in columns 2 to 4 of the said schedule. 

3. Method of recruitment, age limit, qualifications 
and other matters.—The method of recruitment to 
the said posts, the age limit, qualifications and other 
matters connected therewith shall be, as specified in 
columns 5 to 14. Provided that the maximum age 
limit specified in column 7 of the said Schedule in 
respect of direct recruits may be relaxed in the case 
of candidates belonging to any of the Scheduled 
Castes nr Scheduled Tribes or any other special 
Category in accordance with the orders issued to the 
Central Government from time to time. 


Provided that the Central Government, may, if 
satisfied that such a marriage is permissibe 
under the personal law applicable to such 
person and the other party to the marriage 
and that there are other grounds for so 
doing, exempt any person from the ope¬ 
ration of this rule. 

5. Power to Relax.—Where the Central Govern¬ 
ment is of the opinion that it is necessary or expe¬ 
dient to do, it may, by order, for reason to be re¬ 
corded in writing and in consultation with the Union 
Public Service Commission, relax any of the provi¬ 
sions of these rules with respect to any class or 
category of persons. 

6. Saving.—Nothing in these rules shall affect re¬ 
servations, relaxation of age limit and other con¬ 
cessions required to be provided for the Scheduled 
Castes, Scheduled Tribes, Ex-servicemen and other 
special categories of the persons in accordance with 
the orders issued by the Central Government from 
time to time in this regard.

Note : The proceedings of the DPC re¬ 
lating to confirmation of a direct re¬

of the Union Public Service Commis¬ 
sion shall be held. 


(The departmental officers in the feeder 
category who are in the direct line of 
promotion shall not be eligible for consi¬

Similarly, deputationsits shall not be elig- 
ble for consideration for appointment by 
promotion. Period of depution including 
period of deputation in another ex-cadre 
post held immediately preceding this 
appointment in the same or some other 
organisation/department of the Central 
Government shall ordinarily not exceed 
three years. The maximum age limit for 
appointment by deputation shall be not 
exceeding 56 years as on the closing date of

G.S.R. 121.—In exercise of th" powers conferred by Rule 
1 of Order XXVII of the First Schedule to the Code of 
Civil Procedure, 1908 (5 of 1908), the Central Government 
hereby makes the following further amendment in the noti¬ 
fication of the Government of India, in the Ministry of Law 
and Justice, Department of Legal Affairs number G.S.R. 167, 
dated 14th February, 1990 relating to the signing and verifi¬ 
cation of plaints and written statements in suits in any court 
of civil jurisdiction by or against the Central Government, 
namely :—

G.S.R- 122.—In exercise of the powers conferred by the 
proviso to article 309 of the Constitution and in supersession 
of Ministry of Industry (Department of Public Enterprises) 
Staff Car Driver and Despatch Rider Recruitment Rules, 1987 
except as respects things done or omitted to be done before 
such supersession, the President hereby makes the following 
rules regulating the method of recruitment to the Group ‘C* 
(Non-Gazetted) posts of Stoll Cur Driver and Despatch Rider 
in the Ministry of Industry (Department of Heavy Industry), 
namely:— 


1. Short title and commencement.—(1) These rules may be 
called the Ministry of Industry (Department of Heavy Indus¬ 
try) Staff Car Driver (Ordinary Grade, Grade II pnd Grade 
1) and Despatch Rider Recruitment Rules, 1999, 

(2) They shall come into force on the date of their pub¬ 
lication in the Official Gazette, 

2. Number of post, classification and scale of pay.-_The 

number of the said posts, their classification and the scale of 
pay attached thereto shall be as specified in columns 2 to 4 
of the schedule, annexed to these rules. 

3. Method of recruitment, age limit, qualification, etc.— 
The method of recruitment to tfie said posts, age limit, qua¬ 
lifications and other matters relating thereto shall be as 

specified in columns 5 to 14 of the said Schedule.

4. Disqualification.—No person,— 

fa) who has entered into or contracted a marriage with 
a person having a spouse living, or 

(b) who, having a spouse living, has entered into or con¬ 
tracted a marriage with any person, 

shall be eligible for appointment to the said post: 


Provided that the Central Government may, if satisfied 
thaWuch marriage is permissible under the personal law 
applicable to such person and the other party to the marriage

and that there are other grounds for so doing, exempt any 
person from the operation of this rule. 

y Power to telax.—Wheic the Central Government is of 
the opinion that it is necessary or expedient so to do, it .may, 
by order, for reasons to be recorded in writing relax any 
of the piovis’ons of these rules with respect to any class ur 
category of person. 

6. Saving.—Nothing in these rules shall affect reservations, 
relaxation of age limit and other concessions required to be 
piovided for the Scheduled Castes, the Scheduled Tribes, Ex- 
Servicemen and other special categories of persons in accord¬ 
ance with the orders issued by the Central Government from 
time to time in this regard.

4. Disqualifications.—No person,— 


G.S.R. 123.—In 'exercise of the powers conferred 
by the proviso t6 'article 309 of the Constitution and 
ip supersession of the Department of Science and 
Technology .(Senior Analyst and Junior Analyst) 
Recruitment. Ru)e§, 1973, Department of Science 
Technology [Senior Analyst (Wort Study)] Recruit- 
ment Rules, 1978 anc) Department of Science and 
. Technology [Junior Analyst (Work Study)] Recruit- 
njient Rules, 1986, except in respect to things done 
dr omitted to be done before such supersession, the 
President hereby, makes., the following rules regulat¬ 
ing the method of Recruitment to the post of Senior 
Analyst (Wqrlc Study) and Junior Analyst (Work 
Study) in the Departnient of Science and Technolo¬ 
gy, tlamely 

1. Short (Ule . and , commencement,—[ i) These 
hules may . he called, the Department of Science and 
Technology [Senior Analyst and Junior Analyst 
(Work Study)] Recruitment R*ulcs, 1999, 

(ii) They shall come into force on the date of 
(heir publication in the Official Gazette. 

2. Number of posts, classification and scale of 
pay.—The number of the said posts, its classification 
and the scale of pay attached thereto shall be as 
specified in columns (2) to (4) of the Schedule 
annexed to these rules. 

3. Method pf recruitment, age limit and other 
qualifications!—The methdd of recruitment to the 
said post, age limit, qualifications and other matters 


(a) who has entered into or contracted a marri¬ 
age with a person having a spouse living, 
or 

(b) who, having a spouse living, has entered 
into or contracted a marriage with any 
person, 

shall be eligible for appointment to the post : 

Provided that the Central Government may, if 
satisfied that such marriage is jpermissible 
under the personal law applicable to such 
person and the other party to the marriage 
and that there are other grounds for so do¬ 
ing, exempt any person from the operation 
of this rule, 

5. Power of relax,—Where the Central Govern¬ 

ment is of the opinion that it is necessary’ or expe¬ 
dient so to do, it may, by order, for reasons to be 
recorded in writing and in consultation With the 
Union Public Service Commission, relax any of the 
provisions of these rules with respect to any class or 
category of persons, . ' ' J ' J -" 

6. Saving.—Nothing in these rules shall affect re¬ 
servations, relaxation of age limit and other con¬ 
cessions required to be provided for the Scheduled 
Castes, the Scheduled Tribes, Ex-servicemen and 
Other special categories of persons in accordance 
with the orders issued, by the, Central Govdmrrient 
from time to time in this regard.

in supersession of- the Land andDevelopment Office 
(Group “C" Ministerial "Posts) "Recruitment Rules, 
1991> in so far as it relate to the post of the Lower 
Division Clerk except as respects things done ori omitted 
to be done before Such supersession, the President 
hereby makes the following rules regulating the method 
of recruitment to the post of Lower Division Clerk in 
the Land and Development Officer under the Ministry

may be called the Land and Development Office 
(Group “C” Ministerial Posts) Recruitment Rules,

2. Nianber of 'Posts, classification and scale of 
pay.—^beitoMber-erf-posts,-its elessiflcation and the

columns 2 to 4 of the Schedule annexed to these rules. 

3. Method of recruitment, age limit and qualifica- 
tie*s etc.—-The ‘method of recruitment to the said

led therewith shall be as specified in columns 5 to 14 
of the said Schedule. 

4. Disqualification—No person,— 

(a) who has entered into or contracted a" 
marriage with a person having -a apouse 
living, *or 

(b) who, having p apouse hvipg, has entered 
into or contracted amamage with any 
person, 

shall be eligible for appointment to the said .post: 

Provided that the Central Government may, if 
satisfied that such n^arringe is pemuesible • under the 
personal law applicable to such person and the mother 
party to the marriage and there me ether grounds for 
so doing exempt any person limn the operation-of this 
rule. 

5. Power to relax.—Where the Central Government 
is of the opinion that it is necessary or expedient so 
to do, it may, by order, for reasons to be recorded in 
writing relax any of the provisions of these rules with 
rc spect of any class or category of persons. 

6. Saving.—Nothing in these rules shall affect re¬ 
servations, relaxation of age limit and other conces¬ 
sions required to be provided for the Scheduled Castes. 
Scheduled Tribes, Ex-servicemen and special categories 
of person in accordance with the orders issued by the 
Central Government from time to time in this regard.
